Compact and compress both force things into less room; the difference is what they start with. To compact is to pack loose pieces — gravel, snow, waste — into one dense, load-bearing mass: the parts merge into a whole. To compress is to press anything into less space: a spring, a gas, a file, a schedule. Compacting is a kind of compressing, reserved for the loose-made-solid.
Compress is the family's general contractor — Latin premere, 'to press', with no opinion about the material: gases, springs, data, timetables, anything with spare room in it. Compact is the specialist — Latin pangere, 'to fasten' — called in when the material arrives loose and leaves solid: particles pressed until the air between them is gone and the mass will bear weight. That is why engineers compact soil but compress air: the soil's pieces become one thing; the air stays air, only denser.
compact
To compact is to compress loose matter until the air between its pieces is gone — soil under a roller, snow under boots, rubbish under a press. From Latin compactus, 'fastened together' (com- 'together' + pangere 'to fasten'), the verb keeps that engineering exactness: nothing is removed and nothing shrinks in substance; the pieces are simply forced to consolidate into one dense mass. English also stresses the word apart from its relatives — the verb is com-PACT, while the nouns (a powder compact, the Mayflower Compact) carry the weight up front, and the adjective is heard both ways.
compress
To compress is to press something together until it takes up less room. Nothing is removed — the cardboard in the baler, the air in the cylinder and the data in the zip file all survive complete — but the empty space between the parts is forced out, and what remains is denser, tighter, harder. From Latin com- 'together' plus premere 'to press'. The word reaches wherever room is scarce: engineers compress air, editors compress chapters, planners compress a five-year programme into three.

The roller and the plate. The roller compacts: loose stones go in, one solid roadbed comes out — pieces fastened into a whole that holds weight. The plate compresses: the cardboard is still cardboard, the air still air in the cylinder next door — just denser, in less room. So check the starting material. Loose parts becoming one solid: compact. Anything at all becoming smaller-for-now: compress. All compacting compresses; only particles get compacted.

The boundary shows in what refuses to cross it: you compress a file but never compact it; you compact soil but would puzzle an engineer by 'compressing' it (soils are compacted in earthworks — compression is what loads do to them afterwards).
